PW Dept gets award but real winners are
the Contra Costa County, Calif taxpayers!

The Contra Costa County Public Works Department has been presented
with the national "Outstanding Achievement Award" from
the RPA. Above, RPA Director Murl Butler, marketing manager for
Western States Surfacing, Modesto, Calif, presents the award
to Public Works Director Maurice Shiu during a weekly meeting
of the county's Board of Supervisors in Martinez, Calif. Contra
Costa County was honored for its early use of Asphalt-Rubber
in California. Its first application, a chip seal with 25% crumb
rubber in the A-R binder, was placed in 1976. Many of the early
applications are Cape Seals in which a Type II Slurry is placed
over the chip seal to provide a smoother surface and assist with
rock retention. Below is a 19 year old maintenance free project
butting up against a two year old project in Pleasant Hill. Contra
Costa County is planning a $7.5 million Asphalt-Rubber program
for the coming season which will include 137,000 sq yds of Cape
Seal as well as A-R Hot Mix.
Reed
elected RPA President

Jeffrey Reed, President of
the Arizona based International Surfacing Systems, one of the
southwest's major Asphalt-Rubber contracting companies, was elected
president of RPA at the association's annual meeting, January
7, in Washington, D.C.
Reed, a California resident,
is also president of Valley Slurry Seal, West Sacramento, CA.
In addition to its contracting operations, Valley Slurry Seal
is a worldwide manufacturer of emulsion plants and slurry microsurfacing
machines.
Jeff is a graduate of Gonzaga
University in Washington state and holds a bachelor's degree
in Civil Engineering and a master's degree in Business Administration.
He has been a Director of
RPA since 1997 and has served as Second Vice President since
1998. He is a past president of both the International Slurry
Surfacing Association and the Asphalt Emulsion Manufacturers
Association and is currently the Vice Chairman of the International
Road Federation.
