Thanks Steve Jones for Seven Years of Leadership
Republican Governor Pete Wilson first appointed Steven R. Jones to the California Integrated Waste Management Board (CIWMB) in 1997. In February 2002 Democrat Governor Gray Davis reappointed him. His last day in office was February 29, 2004. During his service on the Board, Mr. Jones became the in-house expert on waste tire issues and advocated progressive programs to solve the annual problem of dealing with 34,000,000 tires per year. One of his major accomplishments was working with the legislature to increase the fee CIWMB received on the sale of every new tire from 25 cents to one dollar.
    With the increase in cash, Jones spearheaded a move to create Rubberized Asphalt Concrete Technology Centers, one in Sacramento County and one in Los Angeles County. The Technology Centers were charged with developing educational programs to assist other cities and counties throughout the state in using crumb rubber in paving and other transportation related processes. The centers have been very successful among their peers in generating a growing market in rubberized asphalt applications. The centers have contracted with RPA in conducting nearly two dozen workshops throughout the state and Jones personally attended the majority of the workshops to encourage local governments in helping the state deal with waste tire issues.      Between 1992 and 2002 the CIWMB spent $9,425,000 on grants and contracts for the use of crumb rubber in asphalt pavements and other civil engineering applications. During the same time frame $10,177,000 was spent on grants for the production of rubber mats and other surfacing from crumb rubber, primarily in the school and park playground applications.
     Prior to his service on the CIWMB, Jones served 3 yrs as CEO of Cal Sierra Disposal, Inc, and 20 yrs with Norcal Waste Systems in varying capacities, including Vice President of Operations. Jones began his career in 1975 as a garbage collector with Golden Gate Disposal Company, a story he loved to relate to his audiences.


     The State of California will miss his dedicated leadership and expertise but can take great pride in the programs Steven Jones developed during his service to the State. The programs established are a market development model for entire nation. RPA will miss Steve Jones as well. He served his state well and was a great friend of our industry. Thanks for your exemplary public service.


Dale Rand, TXDOT Joins Technical Advisory Board
Dale Rand, P.E. Director of Flexible Pavements Branch, Construction Division of the Texas Department of Transportation, was recently elected to the Technical Advisory Board for the Rubber Pavements Association and the Recycled Tire Engineering and Research Foundation. The TAB is a 20-member group of Professional Engineers and Ph.Ds with expertise in the use of Asphalt-Rubber.
     Rand started his career with TXDOT in the Odessa area office as a student/summer employee. He graduated from Texas Tech University in 1987 with a BS in Civil Engineering. Following his graduation, Rand worked in the TXDOT Abilene area office as an Engineering Asst. After two years in Abilene, primarily in construction, he transferred to the Materials and Tests Division in Austin where he worked in the Bituminous Branch for two years as a researcher, field engineer and laboratory supervisor. In 1996 Rand entered TXDOT Masters Program and received his Masters Degree in Engineering from the University of Texas in 1997.
     In 1998 he became the Soils and Aggregate Branch Director and help develop the agency's current Wet Weather Accident Reduction Program. He spent a year in the private sector as Technical Director of the Texas Hot Mix Asphalt Pavement Association prior to returning to TXDOT as the Director of the Bituminous Branch in the Construction Division in 2000 where he has developed a keen interest in the use of Asphalt-Rubber Permeable Friction courses for highway safety improvement.
