The
2003 National Outstanding Agency Award went to the Arizona Department
of Transportation for providing excellent roadways and addressing
"Quality of Life" issues for the citizens by building
Quiet Pavements. Douglas Nintzel (R), ADOT Director of
Community Affairs accepts the award from RPA Executive Director
Douglas Carlson. |

The University of Denver Environmental
Materials Laboratory, received the Outstanding Research and Educational
Award for 2003 in recognition for initiating the use of Asphalt-Rubber
paving materials in the State of Colorado. Dr. Robert Amme,
Research Professor and Manager of the Environmental Materials
Lab, Univ. of Denver accepts the award from RPA Past President,
Jeffrey Smith. |
The
2003 Outstanding Project Award was presented to the San Antonio
District of the Texas DOT for the IH-35Asphalt-Rubber Porous
Friction Course which provided increased safety for motorists
(50% reduction in accidents and major noise reduction (8 dB)
for adjacent residents and businesses. Dale Rand, TXDOT
(R) Bituminous Engineer accepts the award from RPA President
Sidney Cox. |

Former Arizona Governor, Jane Dee Hull
(R) was presented the 2003 Leadership Award for her leadership
in Transportation policies. In response to the public reaction
to the noise reduction experience on the US 60 resurfacing with
Asphalt-Rubber, one of the Governor's final acts in office in
2003 was to announce a plan to resurface 115 miles of the Phoenix
Metropolitan concrete freeways with the Asphalt- Rubber Open
Graded Friction Course. She worked actively with Victor Mendez,
Director of ADOT, Mayors and the Maricopa Association of Governments
to put together a 34 million dollar package to fund the three
year project. The Award was presented to the Governor by one
of her former Legislative colleagues,
Donna J. Carlson, RPA Director of Communications.
