Each year the RPA
considers the many people or agencies that have
contributed indirectly to the industry, to the environment or
to the general public through their actions. From the nominations
made by members and staff or submissions made by public agencies,
the winners are chosen by a committee. The awards are presented
at the RPA Annual Meeting. For a variety of reasons, mainly winter
weather, a number of the 2004 award recipients were unable to
attend. Therefore we will list all the winners and feature photographs
of only those who were able to accept their award on February
6th, 2005. As the awards are personally presented by an RPA representative
to the recipients in many diverse locations throughout this year,
photos and a brief bio will be presented.

Excellence
in Public Service- Cheryl Peace, Member, California Integrated
Waste Management Board receives her award from new RPA President,
Cliff Ashcroft. Cheryl Peace was appointed to the Board in 2003
by the California State Senate. She chairs the Special Waste
Committee which has jurisdiction over the annual 34,000,000 waste
tires in the State. Coming from a background in the financial
sector, Mrs. Peace has quickly familiarized herself with one
of the State's most vexing issues. In doing so, she has worked
overtime in meeting with the "industry" which includes
the tire producers/dealers, tire recyclers and the end users
which includes the RPA. She has actively participated in market
development areas and has created a "partnership" task
with Caltrans to encourage a more aggressive use of crumb rubber
in the state's pavements. |

Excellence in Municipal Engineering-Saber Sarwary, P.E., Senior
Civil Engineer, Engineering
and Construction of Redwood City, California Public Works
Service Dept. was honored for his use cost saving use of Asphalt-Rubber
as a rehabilitation tool in the city's street program.

RPA President congratulates two honorees from Texas,
(left) Sidney Cox, President of RPA 2003-2004 and Dale Rand,
P.E., State Bituminous Engineer who accepted the Outstanding
Agency in Environmental Leadership for the Texas Department
of Transportation. TXDOT was recognized for its use of 3,400,000
tires in pavements and highway related projects in 2004. |

Outstanding Asphalt-Rubber Project 2004-FNF Construction,
Inc, Tempe, AZ. Mark Belshe, Vice President and Asphalt-Rubber
Manager for FNF receives the award for the company's "Two
Gun" Project on the I-40 in northern Arizona from Doug Carlson,
RPA Executive Director. The "Two Gun" project was a
10 mile project with a 4 inch course Superpave mix, followed
by 2 inches of Asphalt-Rubber (GG) and finished with a 5/8 inch
Aphalt-Rubber open graded friction course. |

Jed Billings, FNF President receives the Sheldon
B. Hayes award by NAPA, the most prestigious award in the
asphalt pavement industry. (Ed. note) It is believed to be
the first Asphalt-Rubber project to receive this coveted award.)
