New RPA Member
Rubber Technology International
Rubber Technology International has
joined the RPA as producer member.
The company is a leader in the emerging
recycled rubber and molded products industry. It produces crumb
rubber from waste tires received from retailers, service stations,
public agencies, private companies, and individuals.
RTI also uses recycled rubber as the
exclusive source for its own molded rubber products and sells
processed rubber as a raw material for use by others.

FHWA updating A-R
document
The Federal Highway Administration
(FHWA) has agreed to update a Summary of Practices document for
Asphalt-Rubber in the major user states of Arizona, California,
Texas, and Florida.
The work is being conducted by Larry
Smith, head of QIS in Gainsville, FL since retiring as materials
engineer for the Florida DOT. It is under the supervision of
Katherine Petros, pavement and materials engineer for the Western
Resources Center of FHWA.
The project will update the 1996 Oregon
State University report by R. G. Hicks, J. R. Leahy, D. Hanson,
and J. Epps that was part of a five year pooled study by 33 states
and the FHWA.
Smith and Petros are meeting with contractors
and agencies in the four states to review specifications, field
blending practices, and projects. Their report is intended to
provide other states with the current practices, materials, construction,
and performance of the four states that see a benefit in using
CRM and HMA.

Cliff Ashcroft, former marketing manager for Manhole Adjusting,
Inc., has joined FNF Construction as vice president California

RPA president Mark Belshe has
been promoted to a vice president of FNF Construction. He will
oversee the company's Asphalt-Rubber operations throughout the
U.S. Mark has been with FNF since 1988.
Melissa Herrington has joined the RPA staff as an executive assistant.
Before returning to her Arizona home she attended Linn-Benton
Community College and Oregon State University. Melissa is pursuing
a degree in engineering.
RPA secretary Ross Kashiwagi an
Lori Hanson were married on August 5. Ross is the plant engineer
for Granite Construction in Sacramento. Lori is a teacher.
RPA staff member Doug Carlson and
Cynthia Bayne were married July 22. Doug is RPA's government
relations director. Cynthia is a registered nurse working in
cardiac research.
Unix Rubber of
Korea has changed it membership status from associate to producer,
giving the company a seat on the board of directors. Unix is
the second international firm to choose full voting membership.
The first was Recipav of Portugal.
Bay Area Tire Recycling (BATR) is expanding its capacity to 23 million
pounds annually to meet the anticipated need for crumb rubber
in asphalt pavements in northern California. The demand is being
triggered by the marketing efforts of the Northern California
Rubberized Asphalt Concrete Technology Center in Sacramento County.
PolyTek Rubber and Recycling has become the country's largest crumb rubber
producer with the acquisition of new plants in Michigan and Pennsylvania.
They join plants in Arizona, Oklahoma, and Tennessee. The Phoenix-based
company has a combined capacity of 150 million pounds annually.
The PolyTek Southwest plant is an active supplier to the Asphalt-
Rubber paving industry in California, Arizona, and Texas.
Jack Van Kirk, Basic Resources, has been appointed
to represent RPA on the Caltrans/Industry Task Force on Binders.
The former Caltrans engineer is a member of the RPA Technical
Advisory Board. He presented a paper on Caltrans' equivalency
tables for reduced thickness applications of Asphalt-Rubber at
the World of Asphalt in Australia last February.
Gary Hicks, PE, PhD, a retired Oregon State University
professor, also presented a paper at the Sidney conference on
the Life Cycle Cost Analysis of Asphalt-Rubber pavements.
