year study of the noise reduction properties of Asphalt-Rubber pavement on the Alta Arden Expressway.

RPA's Outstanding Achievement Award went to the City of Thousand Oaks, CA in recognition of recycling a million tires and paving 133 miles of streets with Asphalt-Rubber since 1991. RPA's 1999 Leadership Award went to Lawrence H. Orcutt, maintenance program manager of the California Department of Transportation (Caltrans) for his dedication to the principles of agency-industry partnering. RPA director Cliff Ashcroft makes the presentation.


RPA's Program Excellence Award went to the California Integrated Waste Management Board in recognition of the establishment of the nation's most aggressive and successful market development program for the use of scrap tire rubber in asphalt paving and other civil engineering areas. RPA's Engineering Excellence Award went to Tom Rafferty, civil engineer, City of Hernet, CA, for his service to the taxpayers in saving thousands of dollars through the use of Asphalt-Rubber paving strategies in street rehabilitation projects. RPA director Cliff Ashcroft makes the presentation.


RPA's Career Achievement Award went to Gary Hildebrand, Caltrans Maintenance, in recognition of his dedicated contribution to the research and development of Asphalt-Rubber pavement strategies. RPA director Cliff Ashcroft makes the presentation.


RPA's Outstanding Contribution to the Industry Award went to Jack Van Kirk for his dedicated efforts in the development of Asphalt-Rubber technology in the State of California and throughout the world. Van Kirk, left, a former Caltrans senior engineer, is currently director of asphalt technology for Basic Resources, Modesto, CA. He accepts the award from RPA first vice president Bob Winters.
