Description Throughout the lengthy history of the Asphalt-Rubber program, emphasis has generally been placed only on the engineering merits of the product with little recognition of the other factors which may be even more significant in the sensitive environmental and economic climate of the 1990's. When a complete overview of the Asphalt-Rubber program is made, it becomes apparent that the engineering merits comprise only a portion of the total value of the product. This paper will illustrate the potential of Asphalt-Rubber in making a significant impact on California'' recycling efforts. It will also detail the other important environmental and economic contributions such as the conservation of precious natural resources and tax dollars.
